Oekaki is described as a drawing-based message board, generally focused on the in-browser creation of artwork and sometimes centered around specific fandoms.
I was really big into these back in the late aughts, but with the rise of social media and the death of java and flash, a lot of them shut down or fizzled into obscurity. There's been a lot of re-creations of the applets that run on modern computers, though I haven't seen any one going as strong as some of the ones I frequented as a teenager!
My main stomping ground was TeamArtail Oekaki, a sonic furry focused community that was active from 1996 to 2013 (Well, the main TeamArtail website had been up since 1996, I'm not sure when the oekaki was introduced specifically- I arrived kinda late in the game) And I have to say... NOT a great place for a tween to be LOL!! While I made some good friends there, it was very edgy (in the bigoted way) and full of wiseguys who would give a ton of unsolicited advice or just be flat out crude at you. Somehow, I still have great memories of the place. I think if anyone recognized me from there I'd be very surprised and very sorry, because I was 12. There seems to be an archive available of all the art that was on there, but I suggest not touching it due to the often risque nature of some users art. There's definitely a wealth of scene angel devil anime sonic ocs in there that would make the slog worth it to someone, though! Maybe!
Another place I basically lived on was a less traditional, one-layer flash-based oekaki called Tegaki E, which was active from 2008 to 2015 (I was there for the entire run, too ) and was based on a japanese website that I know a lot less about & seems to still be running (and also will not link, because it has nsfw art on the front page..) It was described as a handwritten blogging site, but I think only a small amount of people actually used it for that.
Tegaki was home to an INCREDIBLE community of artists, and kind of naturally fostered an interesting art-based RP community because of its 100% hand drawn format. I believe at least two people who's pokemon gijinka RP I'd lurk in went on to get jobs in the industry as storyboarders and animators-- Which makes sense, Given how so many of them would push their comment art in RPs to the limit and make genuinely gorgeous, dynamic comics. It was a really special place to be, back in its prime... but also, it was the late aughts-early 10's, so with a heavy heart I must remove my rose tinted glasses and let you know the folks on there were also extremely rancid.
I remember there being a few prominent and cool (and often rainbow) furries on the site who I looked up to, tho the demographic skewed towards anime fans more than anything.
Tegaki E lives on today under a slightly different name, rebooted in a semi-abandoned state (it has not been updated since 2017 and is missing core features) BUT I hesitate to link it for one reason: There's functionally NO moderation right now. We sorta depend on everyone being chill and looking out for eachother, and it's currently quiet enough that this works... kind of a "don't share the spot if you want it to stay good" deal. Do what you want with that info, tho if you're a minor I reccomend skipping out on this one and going to sites that DO have active moderation and a working block button!! (ie paintberri, tho I am not as familiar)
I also ran my own oekaki for a time, which was just me and my friends hanging out and making dumb jokes- It was our safe haven to be stupid teens without the judgement of older kids or adults on the more mainstream sites. Hosting your own oekaki or forum was a lot more common back then!! I'm hoping that forums are coming back in style and oekakis will subsequently become popular again, too :-D
